Shallow water is perfect for practice
A surf spot which also offers adequate conditions for beginners and upcomers should, above all, be safe. An ideal place would be a spot where the water is not deep from the start, but that instead has a bigger zone where you can stand upright, with lots of space to practice. You talk about a "shallow water area".
Learning is easier with fewer waves
That is why you should get informed in advance about the streaming conditions on flowing waters and the coast. At the coast, there may be waves, too. For beginners and advanced surfers, so-called "flatwater spots" are appropriate. That doesn't refer to the water depth, but the swell. You advance way faster on a spot with few waves. Sideshore wind provides safety
Wind blowing sideshore or onshore offers the best windsurf conditions, because it assures that you can get back safely to land anytime, even if you have drifted away a little. Windsurfing with offshore wind can only be recommended to beginners and upcomers within a supervised class or something similar. Never go surfing alone!
In any case, spots where other surfers are also on the water are to be recommended so you can help each other and keep an eye on one another. Some advice from advanced athletes can help a lot in the beginnings, too. Generally you should never go out alone, and if you are at a spot for the first time, you should first find out about the conditions special for that place.
